The City of Vigan is one of the densest areas in the province of Ilocos Sur in terms of population density per unit area.

To decongest the area, the developer seeks to ease the pressure from the existing poblacion area by offering a quality residential development close enough to the poblacion but not within the poblacion area. By rerouting the new houses and proposed commercial activities to Alta Mira Subdivision, it can preserve and promote the old houses and structures still existing within nearby Vigan City.

Tourism will naturally be promoted by this move as it can maintain Vigan's poblacion area as a true heritage village. By offering an alternative site for future residents of Vigan, the Local Government can restrict the demolition of ancestral houses in Vigan City.

Alta Mira Subdivision also seeks to be the modern alternative to historic Vigan. It will initially offer lots for sale. Purchasers will be encouraged/restricted to adapt house designs, which it can construct for them or they can use as a guide for their own construction. It will also showcase Ilocos Sur's rich history and being a quiet municipality, Alta Mira will be the preferred residential choice for people from other towns.
